SAme as any dam works. Block the output of a river and use it to provide water in non- high water periods, use part of the pent up water to provide electricity before it is used to irigate. Regulate the river to stop traditional spring floods. Egypt developed surveying to reestablish farm boundaries after spring floods that brought rich soil into the Nile Valley.
